County Resurfacing of Carrollwood Village Roads Begin
As you may be aware, the County has begun the resurfacing of the main thoroughfares beginning with Lowell Road by the Carrollwood Cultural Center. The project commenced April 9th and should complete by June 8th, 2012. Dan Ruskiewicz and Van Chandler met with the County Public Works staff downtown on April 6th to iron out the final details and meet with the contractor, Ajax Paving, to discuss project details. The main thoroughfares were last repaved twenty (20) years ago; hard to believe that much time has gone by. Since that time, paving technology has vastly improved. The new Superpave Mix Design Method utilizes aggregate granite mined from Nova Scotia, Canada and shipped to the Port of Manatee. The granite aggregate will compress, but not crack which will form a more durable surface providing longer life and reduced maintenance. The asphalt will need about six months to “cure” from the end of the project in June to allow the oils from the mix to penetrate the surface and be removed by tire traffic. This “curing” process will prevent the transmission of black oils onto the newly installed texturized/stamped crosswalk and intersections sometime in December. Final thermoplastic striping will be done primarily at night to prevent traffic tie-ups and allow the “paint” time to cure. The tentative timeline of events for the four (4) intersections – two (2) with Ehrlich Road and two (2) with Dale Mabry Highway are expected to start half way through week six (6), starting on Thursday, May 15, 2012 and be done as follows:
- Ehrlich Road & West Village Drive will be done at night with lane closures.
- Ehrlich Road & South Village Drive is residential and will be done during the day with lane closures.
- Dale Mabry Highway & North Village Drive will be done at night. The contractor will submit a separate Temporary Traffic Control (TTC) permit application for the lane closure.
- Dale Mabry Highway & South Village Drive will be done at night with a separate TTC permit application for road closure.

Unauthorized Fishing in Carrollwood Village Ponds
Needless to say, net fishing is counterproductive to what we are trying to accomplish to improve the ecology of the ponds and is not something we would encourage nor endorse. If any resident of Carrollwood Village sees this type of activity, please report it to our Security Patrol at 813-263-8660. While fishing with a pole by any Carrollwood Village resident is permitted, we would ask that you serve as an extra set of eyes to prohibit this type of activity.

A Lay Person's Guide to the Collection and Foreclosure Process
This is the time of year when many homeowner’s and condominium associations begin the process of formulating a budget for the upcoming year and try to ascertain if any fee or assessment increases are warranted to cover increases in costs for maintenance items (i.e. lawn care and maintenance of common areas, irrigation, landscaping, insurance, etc.). With almost every community in the midst of a meltdown in real estate values and the default of members paying their monthly/annual dues, homeowner and condominium associations are becoming increasingly aggressive, at the advice of their respective counsel, to move as quickly as possible against non-paying unit owners.No sitting Board takes pleasure in seeing a family or elderly person evicted from their home for non-payment of assessments, but part of living within the confines of a homeowner or condominium association is the payment of assessments that permits the associations to maintain the common areas and protect property values. Most people will experience tough times within their lifetime and certainly your Board’s of Directors are not exempt nor without heart in these matters. It is the responsibility of the unit owner or member to notify the Board if there is an anticipated problem in making the required payment(s). Under extenuating circumstances, your Board may be able to work something out to everyone’s mutual satisfaction. Many of us have witnessed or perhaps experienced firsthand what happens to a community when deed restrictions expire and there is no money to care for the common areas; urban blight and its detrimental effects may come to mind.

Mr. Tankel has a successful law practice and deals daily in matters of homeowner and condominium law. He has granted us permission to repost this article for our membership in hopes of educating and informing us of the rules governing the collection and enforcement of paying association dues and the consequences of non-payment.

"In the past many non Village residents have been using our parks, especially the main park at West Village and Burrington. We have never been against this, however over time we have seen many non residents leaving trash and abusing the facilities. Our main park is also often overcrowded with many parking on the landscaped areas and damaging the irrigation. The costs have become too high."
"Please know that both non residents and residents will be asked to leave if they are breaking park rules. "
"Your Phase III board has enacted the above to try to reduce the cost of wear and tear and maintenance at our parks while improving the enjoyment for our residents. We hope all will embrace the changes."
